Who typically does the job creation study? What is the expected cost?
To set up a regional center it seems like the major requirement is proof of job creation. The two models that seem to be used are RIMS and IMPLAN.
Is it normal to hire a firm to prepare these studies or is this something that someone can do on there own?
Although normal practice is to hire an economic consultants (composed of economists), there is nothing that says an economic study must be prepared by an economist. If you can do a good study yourself, you can do so. The price depends on whether a study is a rough estimate or detailed study and can cost up to $20,000 or more per industry or project, I believe.
