Who will be responsible for the RIMS II math?

Practically, will the management team of the project hire someone(consultant) to calculate the number of indirect jobs, and USCIS verify it?
Or USCIS brings up the number?

All job creation studies submitted by each RC based EB-5 project is done by an economic consulting company retained by General Partner entity. Hopefully, such study will be conservative and not cut the corners. However, if bad economy hits, there is no question that job-creation will be adversely affected. USCIS just reviews to see if such job studies make sense and to see if major assumptions of the job studies have taken place.

In our opinion, it is very, very difficult for potential EB-5 investors to really find out everything about a specific regional center based EB-5 project. It's a percentage game, so in our opinion, the only statistics that will give you some objective indication is the track record of I-829 approvals and return of investments. Is a regional center program a roulette game? No. Is it 100% safe program? No. Are there certain acceptable ways to lower the risks of loss on your investment amount and increase the chances of obtaining permanent green cards? Yes.

That is precisely the reason Alabama's first RC project was structured to rely on direct job creation only. In fact, direct job creation projections for that project were 80 more than necessary to cover all 16 investors.

Hopefully, the "projected" direct job creation will really take place.
