Can the modernization of a hospital be a small medical clinic instead of a hospital?
I guess a medical clinic could be argued or deemed to fall within the definition of hospital. in that case, one should be able to pursue EB-5 case by setting up a small medical clinic rather than a hospital, yes, that's possible because a small medical clinic is still a new commercial enterprise.
