Can my EB-5 RC investor be funded by his own investors from his country?

I have a potential EB-5 RC investor/immigrant. He has investors who would like to finance his participation in an RC EB-5 project. If there are no guarrantees as to the return of their money... and the money is clean, is this permitted?

I don't quite understand your question, but I will venture a reply. It depends on how the investors would be "financing his participation". If they are going to give him the money, fine; but if they are going to loan him money, not so easy unless he's borrowing the money by giving the investors a mortgage on a personally-owned assets.

Like Young, I don't quite understand the goal. Is your investor interested in getting other investors to give him money to invest in the EB-5 Program? Or is he interested in his own EB-5 investment project such that he would be seeking EB-5 investors?
