What constitutes the location of a Regional Center

In opening a regional center, it is confusing as to what areas can be designated by one particular center. For example, if we want to open a center in the state of TN, how can we represent the entire state vs. just a city or countie(s)?

A short answer is the permissible geographic region is whatever USCIS allows; that's the best answer I can give you. However, if the entire state is a sparsely populated area, you might be able to get the entire state designated as a regional center. I believe Vermont is one such example.
